I'm going to go out on a limb here and guess that it's because PEI is a province, not a territory.

Your limb is right :wink:

Territories are not guaranteed the same rights as provinces.

If the territories want more then 1 Senate seat, then they should apply to become provinces.

That does not explain why you think provinces deserve more seats than territories.
