I keep hearing from some in the mass media saying that Harper had no choice but to accept the NDP's demand or face a no confidence vote. I think the mass media is stupid. The real "hidden" agenda here is two fold. Firstly, to show Harper as less stubborn and willing to compromise. Secondly and more importantly, he wants to attach responsibility to the bill to the opposition parties. Any change to the Clean Air Act which would see a negative impact on the economy or personal taxation would immediately be picked up by the media. Harper can just sit back and play consensus builder. When the Canadian masses vehemently object to a proposal, then Harper can just squash it dead and look like a hero. It's a win win for him regardless.
