My wife has a friend over in Taiwan. She is going to have a baby. Apparently, this means that you get paid more in Taiwan. The bigger your family, the higher your wage must be. I have never heard of anything like that before.

Some central asian governments (former USSR republics) also pay the families that have more babies

Many governments try to promote the production of the wee-ones for population replacement.

Western countries as they are more affluent find population replacement easier via immigration. That's my read...

Stephen: You've got the right of the thing. Canada finds it easier to use immigration, so do most of the first world countries.

Interestingly, as the men's contraceptives come on the market over the next ten years, the whole thing will become even more difficult. There's now little doubt that due to a great many sexism against men based reasons, men are far less interested in having children ... a LOT less interested than women when looked at as group average. So, KNOW, know full well that the whole population-replacement thing will get worse, a lot worse too.

BTW: I see that there are still no newspapers adding the men's rights into discussions of the male contraceptives. Saturday's Daily Mail in Britain did a major piece on the one time pill for men and used ONLY women's rights ...
