The thing about it is, how has John Tory maintained his grip on the party up till now? Obviously, he has some effective machinery in place. Also obviously, he is going to be the one who chooses who inherits this machine.
Seriously, here is a failed leader, a guy who has proven beyond doubt that he cannot and will not win an election. Yet he has survived leadership reviews, and all manner of challenges. That kind of stuff does not happen by accident. Think of the riding by riding takeover of Paul Martin, then apply that to the Ontario PC party.
