The fact of the matter is that the institutional incentive to ignore the West remains: 181 seats in Ontario/Quebec (where Quebec-bias is favoured) versus 92 seats in the West. Electoral arithmetic says....renewal of Western regionalist party.
Decentralization and power to the provinces is an inevitable. You can't fight demographics and economics for ever. I'll wait it out though this time... no need to speed things up in another experiment with a Reform Party reincarnation. All that leads to is years of Liberal rule.
And it is not just Alberta and Quebec that are wanting more power for the provinces. As British Columbian, I would like to have more control over thing like our fisheries (having one federal minister for both the Atlantic and Pacific is a joke) and our forests (we could have solved the Softwood Lumber dispute years ago).
