I was wondering if the Re-elect site for Michael Ignatieff was real. Is this common to have a re-election site up and running if you don't expect an election until October 2009? Should this be cause for concern?

It's common for mp's to have web sites. Other than being very professional, Ignatieff's is no different than most of the other mp sites (all parties).

I know that having a website is common, but he seems to have a regular website and a re-election website. Is that common? Also the website is clearly an election site and not an information site.

His site looks fine to me. As expected he's using it to build support.
