This is Ford in action.

How do people see this? To me, it's good because he seems authentic (to me) and answers in a way that draws the teeth of criticism. He avoids revealing too much, claiming the decision will be made only after consulting with mayors and others, as well as his staff.

He's being strictly correct and unassailable. Will he? Time will tell.

But he makes grievous grammar errors and speaks in a sing-songy cadence that I am sure is off-putting to some. And there can easily be things I don't notice. Any reactions?

Ontario tossed out the last Government with both hands;
Ford campaigned on a massive shift in direction and thus far he hasn't disappointed.

Even though he has the gift of time and has four years ahead of him and I do appreciate that he extended the summer session to get the process started.
