It appears that the Alberta govt is trying to tighten their belts a bit by trying to cut down on wasteful spending in some social programs, and try to cut down on those that abuse the system. I am glad to see it, because if we are going to be forced to pay for these programs with our tax dollars, something should be done to make sure it's going to the right places.
